Before the integration of the princely States of Rajasthan and the formation of the present district, this region was a part of the erstwhile State of Jodhpur. The ruler was the head of the State and the supreme judicial, executive and legislative authority. All government officials including the Dewan and Pradhan held the office during his pleasure. But his powers were not absolute because he could not ignore the customary laws and old usages of the land.

The official known as Huzuri Dewa or Dewan Musahib was at the apex of the administrative structure and headed the Shri Huzur Daftar which was a sort of secretariat. During the absence of the ruler from the State he used to look after the internal administration. As head of the civil administration, he supervised the work of the Hakims of the parganas. He was assisted by two officials known as Naib Dewans, in the revenue and financial affairs, one of whom was incharge of the Dewan’s office and the other was incharge of the treasury. Whenever a Dewan was appointed the ruler used to present to him the Dewan’s seal with his name inscribed on it. Whenever a Dewan was deprived of his post the seal was taken away from him.

Another important official of the State was Pradhan, who had the right to attest all grants of villages made by the ruler.

Other important State officials were;

  • Bakshi who was the officer incharge of the State army and its establishment;
  • Vakil, who represented the State at the foreign courts;
  • Klledar, who was responsible for the protection of the fort;
  • Dyodhidar, who was incharge of the guards of the palaces of the ruler and who announced and conducted the visitors to the presence of the ruler;
  • Dhabhai and Khas-pasban who were personal attachees to the ruler;
  • Khansama who conducted the household affairs;
  • Kotwal who was a police officer and held the keys of the city gates
